Notes | On July 1, the Joint Committee on Environment, Natural Resources and Agriculture released H.3945, a redraft of H.771, the bag bill seeking to ban plastic bags and place a 10-cent fee on paper bags. The bill allows for plastic bags thicker than 4mils to be considered reusable and does give retailers explicit permission to charge for paper bags but does not require it. The bill includes local preemption language that is different from the standard text usually in bag legislation. The bill was referred to the House Ways & Means Committee for further review and there are several remaining steps on the way to passage where the language could still be changed. |
